The TDM Team works collaboratively within Metro and with a range of external stakeholders to expand access to transit and options for mobility, reduce single occupancy vehicle miles traveled, and, as a result, reduce greenhouse gas emissions. The team does this through education and outreach, identifying and implementing measures to remove barriers to mobility options, and using a variety of tools to shift behavior from single occupancy vehicles to other modes of travel.
The Youth Programs Coordinator (PPM II TLT) on the TDM Team will support a variety of transportation demand management programs for youth, primarily focused on middle and high school students, but also elementary students, in partnership with community-based organizations and school districts. The successful candidate will enjoy and have experience reaching out to and working directly with the community, specifically with youth and youth-serving organizations and in communities where needs are greatest in King County. The candidate will also have excellent communication, relationship development, program management, and organizational skills. The candidate will demonstrate creativity and a strategic mindset in problem-solving and project development and have an interest in increasing awareness of and access to transit, particularly for young populations. This position will also be responsible for implementing, monitoring, evaluating, and reporting on transportation demand management program activities geared toward youth to inform program improvements. Additionally, a customer-centric mindset and the ability to work well in a team environment are highly necessary.
The Youth Programs Coordinator will also support the broader Market and Business Development Group to create and maintain opportunities for expanding and enhancing travel markets consistent with the goals and objectives of King County Metro’s Strategic Plan. Filling this position is critical for Market and Business Development to maintain and enhance its role in ensuring Metro stays at the forefront of advancing equity and mobility in our region.
About Market and Business Development
The Market and Business Development (MBD) group integrates transportation demand management programming with our robust mobility programs to increase the use of transportation options throughout King County. The team develops new tools and community-based campaigns to influence travel choice behavior and reduce barriers to using mobility options, especially for priority populations. MBD includes three teams: Transportation Demand Management (TDM), Pricing and Policy, and Business Programs.
This recruitment will be used to fill a fully benefited Term-Limited-Temporary (TLT) / Special Duty Assignment (SDA) positions anticipated to last up to 2 years on initial appointment with potential extension. This opportunity is open to all King County Employees and the general public.

Manage projects and project elements, including detailed project planning, budget and contract management, invoice processing, report writing, data collection, and analysis for the Metro Youth Mobility Program and other TDM programs.
Build partnerships with internal and external stakeholders, including other Metro teams, school districts, school staff and leadership, and community-based organizations to support and expand youth-focused programming.
Support outreach to and engagement with youth and families in partnership with school districts, staff, and youth-serving organizations to advance transit education, curriculum implementation, and fare media distribution.
Represent Metro and the TDM program in a wide range of settings, including inter-agency collaborations, project meetings, and professional conferences, and build partnerships with school districts, school staff and leadership, and community-based organizations.
Assist with development of consultant requests for proposals (RFPs) and/or bid specifications, evaluate consultant work and proposals, and support consultant team management.
Contribute to content development, including web pages, printed materials, surveys, and social media to support campaigns, incentive fulfillment, and fare media management and distribution.
Assist in the assessment of current transportation conditions and market needs with an emphasis on priority populations, including low-income, limited-income populations, students, and seniors.
Prepare presentations and communications, including policy analysis, updates and reports, and briefing memos for elected officials.
Support and promote the advancement of the County’s ESJ Strategic Plan and ensure that the principles of the ESJ plan are reflected in all aspects of the job. Demonstrate a commitment to ESJ and sustainability and promote an equitable, diverse and inclusive work environment.
Advocate for opportunities for Metro’s youth programs to grow sustainably, including participating in policy analysis and initiating funding or partnership opportunities.
Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Youth Programs Coordinator PPM II candidates will have the following REQUIRED qualifications:
Bachelor’s Degree in any field and two years of work experience in a related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge, and abilities required to perform this job.
Demonstrated ability to work collaboratively and successfully with a diverse group of individuals from a variety of positions and backgrounds.
Experience working with schools, youth-serving community-based organizations and/or service providers, and agency and/or jurisdiction leadership, including elected and appointed officials.
Demonstrated initiative, creativity, and ability to engage in strategic thinking and planning.
Ability to work independently to manage numerous projects and priorities simultaneously on defined timelines in a fast-paced environment.
Strong organizational and project management skills, including budget and contract management and invoicing.
Excellent oral and written communication skills, including the ability to present persuasive information to develop partnerships and agreements and the ability to comprehend, analyze, evaluate, and communicate technical information to non-technical audiences.
Knowledge of, or ability to quickly learn, transportation demand management and behavior change techniques and principles.
Knowledge of research methods and skill in data collection and analysis.
Understanding of governmental structure and/or the political environment, particularly as it relates to youth issues.
Familiarity with request for proposals (RFPs), scope development and scope management. Proficiency in Microsoft Outlook, Microsoft Word, and Microsoft Excel.
Youth Programs Coordinator PPM II candidates will ideally also have the following
DESIRED qualifications:
Bachelor’s degree or higher in Public Policy, Public Administration, Urban Planning, Business, Education, Communications, Project Management, Economics, Transportation, Sociology, Environmental Science, or a related field and/or equivalent work experience.
Experience engaging youth and developing communications efforts with a focus on reaching youth.
Understanding of Metro’s products and services focused on youth customers, including knowledge and understanding of the Free Youth Transit Pass program that launched on September 1, 2022.
Familiarity with King County procurement procedures, managing contracts, payments to, and relationships with third-party vendors or consultants.
Bilingual in one of the following most common King County non-English language groups (such as Spanish, Vietnamese, Chinese/Mandarin, Somali, Russian, Amharic).
Familiarity with grant writing, experience with grant funded contracts, writing grant applications, grant management and grant report writing. Experience with social media and innovative marketing and communications tools to reach youth audiences.
Familiarity with local transit and mobility systems and products, key partners, and stakeholders.
Experience designing or co-creating educational outreach materials for youth related to transportation, the environment, or related field.
Experience with and/or ability to quickly learn Microsoft Teams, Microsoft SharePoint, and Microsoft PowerPoint.
Necessary Special Requirements
A valid Washington State driver’s license within thirty days after hire, or the ability to travel throughout the county in a timely manner, is required.

Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore eligible for overtime pay. The work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal work day is required periodically.
Teleworking Requirement:
The work associated with these positions will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
