Annually Salary Range: $85,893.78 – $127,263.28 Closing Date: Open until filled. Job Summary – The Director of Architecture, Engineering and Environmental Services (AE&ES) leads a 40-person technical team of dedicated public servants to complete sustainable planning, design and construction of County facilities and infrastructure projects, to support and protect the interests of Milwaukee County and its citizens, and to assure compliance with applicable regulations. Responsible for Architecture and Engineering Services, Airport Engineering, Civil & Site Engineering, Environmental Services and Facilities Condition Assessment Program (FCAP), the Director is the sectional authority in all matters of policy, procedures, and operation.

Principle responsibility to organize, direct and control all capital project management activities and customer relations. Serves as the County’s primary authority on public works and major maintenance project professional services and construction contracting issues. Essential Responsibilities: • Provide leadership and general management of the AE&ES organization to ensure that department goals are clearly defined and aligned with Division, Department and County vision and strategy, all team members are aligned, and goals are achieved. • Be a positive leader and change agent, and maintain a work environment that fosters team building, collaboration, and continuous improvement.

Provide clear direction to staff and communicate professionally with associates. • Develop a culture of safety, inclusion and integrity that aligns with County values and improves outcomes. Reports directly to Facilities Management Division (FMD) head and is a key member of Department of Administrative Services (DAS) management team. Direct and participate in the development of strategy, goals, objectives, policies, and procedures.

Plan, organize, direct, coordinate, communicate and champion the activities of the five reporting units of AE&ES: Airport Engineering, Architecture & Engineering, Civil & Site Engineering, Environmental Services, and Facilities Condition Assessment Program (FCAP). Assure each unit achieves its customer service objectives in alignment with County, Department and Facilities Management Division mission and vision. • Create the annual operations budget request with the support of Central Budget Office and monitor and maintain performance against budget. • Provide exceptional customer service through transparent reporting and effective working relationships with customer departments, elected and appointed officials, committees, boards, clients, professional peers, contractors, and the public; represent Section at meetings of the County Board, various boards and commissions and other public meetings.
Direct the budget development, planning, design, construction, quality assurance and inspection of the County’s annual capital program and selected major maintenance projects. • Administer Federal, State, County and DAS-FMD policies for the bidding and selection of professional services consultants and construction contractors, and the form and content of contracts, and assure that the project teams effectively manage consultants and contractors per agreement terms and conditions. Use KPIs and metrics to continuously improve project delivery by optimizing processes, organization, and technology. • Promote, encourage, and participate in professional, soft skills and racial equity training initiatives which improve direct job skills as well as human interaction skills in the workplace; Emphasize the value of employees to the department; provide professional development and succession plans within AE&ES.
Determine best organizational design to accomplish strategic goals, recommend and drive changes in the organization as needed. Implement best practices in design and construction work process and information management. • Organize, direct and hold staff accountable for the development and maintenance of Standard Operating Procedures, professional training and development, record-keeping, inspections, operating and reporting protocols and employee performance management. Minimum Requirements: • Bachelor’s Degree in Engineering, Architectural or other related Technical Degree • Five years of experience in design and construction management • Five years of supervisory/management experience • Thorough knowledge of theories, principles, and practices of construction project management.
Working knowledge of the theories, principles, and practices of architecture and engineering. • Experience with construction cost estimating; use of project management software. • Valid Wisconsin Driver’s License at the time of filing or must be obtained within six (6) months from date of hire and maintained during incumbency is required. Change Management – Understanding that change is constant, lead with continuous process improvement mentality and approach to job responsibilities and people leadership role. • Coaching – Be a lead coach for staff, building on individual staff strengths and improve weaknesses where they exist. Always find opportunities to coach and develop staff. • Resilience – Exhibit measured confidence and patience to take on large volume demanding work or put forward views when they may be challenged.
