The Washington State Gambling Commission is seeking a Legislative and Policy Manager. The position reports to the Deputy Director and is responsible for administering five agency programs:
Legislative
Policy
Accreditation Compliance
Rulemaking

Duties
About the Opportunity
The Legislative and Policy Manager contributes to the mission by assisting in the development of the Commissioner’s legislative agenda and priorities. Responsibilities include developing and updating agency policies, overseeing the agency’s state accreditation compliance program, managing the agency’s training programs, coordinating agency rules, as well as activities and staff administration.
Some of what you will do:
Lead agency legislative programs and serve as the Legislative Liaison.
Build relationship with the Governor’s Office, agency assigned policy advisors, OFM and other legislative liaisons.
Track legislation and advise on potential impact(s) to the agency.
Serve as agency contact for legislative correspondence and request for information or assistance.
Develop, implement, review, and update fiscal notes process with agency. leaders to ensure complete, accurate, and timely submission.
Create informative and accurate legislative materials for meetings, hearings, and testimony as necessary.
Collaborate with stakeholders, staff, Commissioners, and leadership to identify topics for agency request legislation.
Lead agency rulemaking program and process.
Maintain public records files on proposed rules as required by the state’s Regulatory Fairness Act (RCW 19.85) as well as state and agency records retention schedules.
Maintain rule and rule-making information on the agency public website.
Oversee the agency training program, to include training required by policy, use of force, and internal training priorities.
Provide staff and unit leadership for policy, rules, training, and legislative programs.
Supervise, coach and train assigned staff.
What we’re looking for:
We seek an experienced legislative professional. A leader with a thorough understanding of the legislative process and advanced analytical skills to identify the impacts of legislative proposals and best judgment to recommend tactical and strategic actions.
Required education, experience, and competencies:
A minimum of one year of experience in each of the following:
Developing and maintaining relationships with Legislators to advocate on behalf of an organization.
Collaborating with stakeholders to gather information, gain support, and move processes or policies forward.
Developing, reviewing, and revising policies to ensure compliance with state laws, rules, and other requirements.
Must have:
Comprehensive understanding and experience with state legislature, politics, government, and working within state legislative timelines and protocols.
Excellent written and verbal communication skills, organization, and time management capabilities.
Ability to gain an in-depth familiarity with the organization structure of the agency and a broad understanding of its programs.
Strong problem-solving skills, creative thinking ability and vision.
Ability to develop and manage long and short-term goals.
Active listening skills with demonstrated ability to resolve conflict, receive and convey ideas, thoughts, and information.
Flexibility to handle high-pressure situations and challenging deadlines with professionalism.
Commitment to the agencies core competencies – Leadership, Communication, Relationship Building, Customer Focus, Ethics, and Integrity, Diversity, Accountability, and Initiative.
Preferred/Desired
Bachelor’s degree from an accredited college or university and/or equivalent experience.
Knowledge of the state’s Gambling Act (RCW 9.46), Commission rules, Tribal-State Compacts, the Administrative Procedure Act (Chapter 34.05 RCW, and the Regulatory Fairness Act (RCW 19.85).
Two of more years of supervisory experience.
Critical thinking and project management competencies.
Experience overseeing projects, ensuring compliance with an oversight agency requirement.
Experience in the process to develop Washington Administrative Code (WAC).
Experience writing and reviewing fiscal notes.
Speaking on behalf of an organization to the legislature or other similar organizations.
