Job Description
This position functions as buyer for a wide variety of commodities and services in the Procurement Section of the Michigan Department of Corrections. This position oversees a variety of professional assignments to provide services for the purchase, lease and/or sale of commodities and services. Work is performed by preparing Requests for Information, Request for Proposals, managing purchasing projects, analyzing bid responses, making recommendations for award of contract and drafting the contract document. Required Education and Experience
Education Possession of a bachelor’s degree in any major.
Experience Buyer 9 No specific type or amount required. Buyer 10 One year of professional experience in the purchase, lease or sale of goods, services, or real estate equivalent to a Buyer 9.
Buyer P11 Two years of professional experience in the purchase, lease or sale of goods, services, or real estate equivalent to a Buyer, including one year equivalent to a Buyer 10. Buyer 12 Three years of professional experience in the purchase, lease or sale of goods, services, or real estate equivalent to a Buyer, including one year equivalent to a Buyer P11. Education and Experience for Civil Rights Representative (Departmental Trainee) 9 (FOR CLASSIFIED STATE EMPLOYEES ONLY)
Education Educational level typically acquired through completion of high school.
Experience Administrative Support Experience Two years of E10- or E11-level experience.

Additional Requirements and Information
Knowledge of laws, rules, regulations, policies and procedures pertaining to purchasing.
Ability to communicate effectively, both orally and in writing.
Ability to coordinate work, determine priorities and work within tight timelines.
Knowledge of Sigma, internet and spreadsheet software.

New hires to the MDOC along with previous MDOC employees that are returning after being away from the department for more than two years will complete Non-Custody New Employee Training (NCNET) either 40 hours or 80 hours of initial in-person training based on their level of offender contact and job classification. All new employees will complete additional online training to successfully complete their non-custody new employee training.

Deferred Compensation Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks. Retirement Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
