Introduction

The Wisconsin Department of Natural Resources (DNR), Division of Environmental Management is recruiting to fill a Contracts Specialist- Senior (Contracts and Procurement Coordinator) vacancy. This position will work out of the Department of Natural Resources Central Office building, downtown Madison, WI, however, telework may be available for up to 60% of the workweek.

Position Summary

The Contracts and Procurement Coordinator professional position has primary responsibility for contracting and procurement for all Remediation and Redevelopment (RR) Program projects supported by the Environmental Repair Fund (including emergency response), as well as many contracts funded by federal Environmental Protection Agency (EPA) and Department of Defense (DOD) grants. The Contracts and Procurement Coordinator primary responsibilities include procurement, solicitation and bidding support and coordination, contract management including invoice processing, requisition entry, work planning, performance monitoring, and reporting. The RR Program receives almost $5 million each biennium for Environmental Repair Fund projects. Additionally, the Program manages approximately $500,000 in contractual costs annually across numerous Federal EPA grants. The Contracts and Procurement Coordinator works closely with the State and Federal Programs (SFP) Section Chief and Grant and Budget Manager to ensure efficient and effective use of state and federal funds.

Salary Information

Starting pay is $25 – $30/hour for this position ($52,000 – $62,400 annually). Pay on appointment for current or former state employees is based on the State Compensation Plan. Current State employees applying as a transfer applicant will require DPM approval for a pay increase.
This position is in Pay Schedule / Range 07-04. A 12-month probationary period may be required.

Job Details

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
All state employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment. Qualifications

Required qualifications for this position include experience in all of the following:

Experience drafting and evaluating complex documentation.
Experience collaborating with internal and external stakeholders including agencies, divisions, bureaus, the public, the regulated community, etc.
Experience negotiating, monitoring, and/or evaluating contracts to ensure compliance with state or federal funding and regulatory requirements.
Experience developing and implementing financial processes and procedures.

Best-qualified applicants will also have the following preferred qualifications:

Experience managing environmental or natural resources contracts and procurements.
Demonstrated procurement experience for large and complex solicitations, possibly involving multiple and competing stakeholders, project needs, and funding sources.
