Our
Division of Occupational Safety and Health (DOSH) administers the State of Washington Industrial Safety and Health Act, operating under agreement with Federal OSHA, and serves state citizens by protecting the safety and health of Washington’s workforce. As the
DOSH Consultation Operations Manager, you will be responsible for the supervision and support of the daily operations of the statewide DOSH Consultation Program. This program carries out worker safety mandates of RCW 49.17 (WISHA ACT) in order to better protect Washington’s workers.

We are looking for someone with strong leadership skills as you will be responsible for providing support to 76 widely dispersed DOSH safety, health and risk management personnel. Your role will be critical in ensuring the employers and employees of Washington State that DOSH consultation activities are consistent, objective, and do not vary from Region to Region. You will collaborate with other Regional DOSH Consultation Managers, DOSH Senior Program Managers, and other Agency Program Managers in addition to indirect collaborating with Administrative Services, Office of Human Resources, Public Relations, Research and Information Services, and Budget Office.

Duties

Some of what you’ll do:

Manage and supervise the day-to-day activities of consultation operations in the application of the WACs enforced by DOSH consultation and the policies and procedures to be followed statewide by DOSH consultants.
Implementing and evaluating DOSH and agency policies and updating the DOSH Consultation manual.
Recruit and retain qualified staff.
Enhance technical skills and professionalism of staff.
Leading continuous improvement initiatives.
Conducting strategic business planning.
Participating in and influencing intra-Departmental projects, initiatives, and operation work processes including major information technology systems.
Providing expert advice to executive management and on programs within the agency (such as the Logging Safety Initiative).
Managing the daily operations of logging consultants statewide; maintaining productivity goals for the number of consultations.
Managing the daily operations of the Safety Through Achieving Recognition Together (START) recognition program.
Assisting with budget development and management within DOSH consultation programs and collaborating on the statewide budget process.
Providing input on new legislation, WACs, fiscal notes and bill analyses.
Assuring appropriate and optimum use of resources and enhancing the effectiveness of employees through timely appraisal and professional development opportunities.

Qualifications

REQUIRED:

Bachelor’s degree in Public Administration, Business, Political or Social Science, Occupational Safety and Health, Industrial Hygiene, Public Safety or other related field.

OR

Four (4) years of work experience in mid-level management.

AND

Three (3) years of progressively responsible leadership experience at the supervisory or senior professional level.
Working knowledge of the Washington Industrial Safety and Health Act (WISHA), Washington Administrative Codes (WAC) adopted under the authority of the WISH Act, DOSH Consultation, Compliance and Risk Management manuals and the Occupational Safety and Health Act (OSHA).
Ability to effectively interpret and communicate technical codes and identify and resolve industry-specific safety and health technical issues.
Industry or regulatory experience in either industrial hygiene, industrial safety or risk management.

The ideal candidate will also possess:

Expert knowledge of federal and state occupational safety and health programs, policies and regulations.
Expert knowledge of public sector management and leadership principles.
Advanced knowledge of computerized data and information systems.
Demonstrated ability to think and plan strategically, develop and implement performance measurement systems, and achieve measurable results that are critical to the agency’s mission.
Skills to manage perceptions in a highly political environment
Effective public speaking, interpersonal and written communication skills
Ability to lead problem-solving activities to improve program performance
Demonstrated ability to provide direction and guidance to line staff and others not under direct supervisory control.
Knowledge and skills to manage human resource issues, including federal/state employment laws and labor contract, recruitment and fair hiring practices, performance appraisal, coaching and mentoring, corrective and disciplinary action, motivating and empowering staff, promoting a diverse workforce.
