Business Innovation and Technology (BIT) is UW Facilities’ IT organization, providing efficient and effective technology solutions and support to the teams that builds, operates, and maintains the more than 643 acres of UW campus. BIT collaborates with university partners to implement technical solutions for delivering on strategic business goals and outcomes across technology products, processes, and standards.

We have an outstanding opportunity for a
Manager of IT Applications and Development.

The Manager of IT Applications & Development in Business Innovation and Technology ensures the efficient and effective delivery and support for University of Washington Facilities by growing and evolving software development best practices and standards for systems; leading and collaborating on the strategic direction of software development and adoption; ensuring the tactical implementation of that strategic direction across all products; leading and mentoring system developers and application support specialists; and fostering accessible, secure, and user-centric interaction design with technology. The position leads a team consisting of staff responsible for complete product development, configuration, system design, and data integrations.

This role will follow the practices for each phase of the Software Development Life Cycle (SDLC), adhere to data governance requirements, and University regulations for developing tools and technologies based on client business requirements and specifications. This includes configuration management, coding, unit testing, debugging, and documentation for fostering secure, accessible enterprise, and user-centric solutions. This role collaborates across the wide spectrum of the Facilities department and other UW campus partners, as well as inter-collegiate, state, and federal entities to deliver the best possible solutions for UW staff and affiliates.

Primary Duties and Responsibilities

In support of UW Facilities values and guiding principles, this position will provide technical leadership in the development, architecture, and implementation of enterprise information systems. The value of these solutions is how they serve to increase the efficiency and effectiveness of Facilities employees, administrators, and partners across the University. These solutions also meet and improve University’s ability to maintain compliance and security standards consistent with a national leader in higher education.

Enterprise Application Management and Software Development – (50%)

Prioritize and organize activities for the development, implementation, release, and maintenance of software engineering projects required for new product development and sustained engineering of our cloud-based software applications and solutions.

Ensure that unit design principles, methodologies, and best practices are used in compliance with university policies in order to achieve value for users.

Communicate and coordinate on all development activities and priorities with the peer leaders, business stakeholders, and affected resources within the department to ensure successful completion of project objectives.

Lead execution through all phases of our software development lifecycle.

Oversee the creation and maintenance of technical and user documentation.

Lead the implementation of tools and methods for software engineering and operational best practices.

Oversee the management and innovation of UWF BIT services in alignment with business and technology objectives.

Ensure systems design and development practices are aligned with strategic direction.

Ensure effective tier 2 incident response and problem management.

Technology Staff Management – (30%)

Hire, mentor, coach, and support developers, application specialists and systems engineers.

Create high value engagement with team members using necessity-focused meetings, emphasizing support for team and individual goals, professional development, performance. evaluation, and careful alignment of project priorities with individual and team capacity.

Lead and foster bi-directional communication across all management and staff levels.

Ensure good design practice and discipline in product development through employee engagement, support, and direction.

Evaluate team and organizational effectiveness and empower staff to identify and pursue opportunities, innovations, and improvements.

Lead and ensure support for a diverse workforce.

Strategic Technical Leadership – (20%)

As part of the BIT Leadership Team, provide technical leadership and strategic advice for product and business strategy across all areas of technology operations in collaboration with peers and with input from staff.

Manage the translation of business value to technical requirements including schedule dependencies, deliverables, and target dates.

Manage, champion, and advise on the BIT technology roadmaps, system diagrams, and other strategic documentation.

Lead design evaluations across BIT technical solutions to reduce technical debt while delivering business value.

Manage software engineering and tool selection.

Ensure technology direction, adoption, and retirement is aligned across all areas of enterprise technology Plan and lead continuous service improvement activities translating incidents to improvements in operational reliability.

Stay up to date on industry trends and directions across software engineering and IT security areas to lead, mentor, and advise.

Requirements include:

Bachelor’s Degree in Computing, Information Technology, Security, or a related field.

4 years of leadership or management experience in software development

Experience with cloud-based enterprise applications and infrastructure

Demonstrated ability to think strategically, analyze information quickly, manage risk, and make accurate recommendations

Understanding and experience implementing current software development practices

High quality organizational and leadership skills and outstanding communication and presentation abilities including the demonstrated ability to communicate complex technical information in non-technical language both orally and in written form

Strong negotiation and problem-solving skills to align the business process with IT systems with success across organizational lines

Demonstrated ability to establish and maintain effective working relationships with stakeholders of various levels of authority and expertise across units

Demonstrated interpersonal and communications skills (both written and oral) are required, as well as the ability to work both independently and as part of a team with academic researchers and others.

Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment

Experience using Lean/Agile development methodology

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:

Experience in higher education processes, applications, and systems; familiarity with a complex large research university
Knowledge and understanding of common IT frameworks including the Software Development Life-Cycle (SDLC), Information Technology Service Management (ITSM or ITIL)
Knowledge and experience with administration and the technology, compliance, government and sponsor requirements, and other issues that comprise the industry
Experience with project management tools the technical needs of facilities and capital planning staff and administrators in higher education, such as PM Web.
Experience with geolocation solutions such as ArcGIS or Cartegraph’s InVision
Experience with administration needs and support Databases such as MS SQL Server
Experience with Drupal or other content management systems such as WordPress
Experience with DevOps approaches and practices including Continuous Integration/Continuous Delivery (CI/CD)
Experience in related disciplines including cybersecurity, data integrations, business process design, project management and portfolio management
