Job Summary

The Outreach Program Manager (
Veterans Upward Bound Program Director) will oversee adherence to procedures established for the efficient and effective delivery of services in compliance with the Veterans Upward Bound grant. The Program Director will incorporate strategies to ensure project objectives are met, including maximum participation in grant-funded activities by eligible students and communicating processes for identifying and selecting students eligible to participate in the program.

The Program Director is also responsible for the overall management of the Upward Bound program in planning, goal setting, and operation. The Program Director will also monitor grant funds, conduct program evaluation, prepare annual performance reports, attend professional development training, and maintain internal and external relationships to advance the mission of the program and the Unit.
Minimum Qualifications

Minimum Qualifications:

Master’s degree in education, social work, counseling, or related Liberal Arts field at the time of hire
At least three (3) years of work experience with low-income first-generation adults, or underrepresented and educationally disadvantaged adult populations
At least three (3) years proven leadership and senior administrative, managerial, supervisory, and budget experience
Preferred Qualifications

Preferred Qualifications:

Prior military experience
At least five (5) years progressively responsible professional experience, demonstrated through advancement in responsibilities and/or positions
Demonstrated knowledge and experience writing grants, especially Department of Education federal grants
Experience with designing and presenting academic and life enrichment workshops and college readiness courses and advising
Working knowledge of database caseload management or experience with on-line learning tools and programs
Evidence of strong interpersonal and written communications skills
