Job Description :
SUMMARYOversees HCM (Human Capital Management) and payroll systems, ensuring compliance with company policy, federal and state DOL and IRS regulations, as well as state, local and county tax codes. Oversees all payroll operations, including processing and reporting of wages, and ensure the accurate documentation of payroll activity.
CRITICAL VITAL ACTIVITIES (Duties/Responsibilities)
Oversee bi-weekly and monthly payroll procedures resulting in the accurate payment of wages to all employees.
Work within human resources department to oversee payroll and time & attendance function in HCM system. As new functionality is introduced, work to ensure appropriate process redesign, testing, documentation, training and implementation of new procedures. Identify opportunities for process improvement through technology and general process review/comparison to best practices.
Administer organization’s payroll system, including but not limited to:- Ensuring system is setup and maintained in accordance with organizational needs- Identifying, tracking, and resolving open items with service provider- Maintaining user access and system security- Maintain calendar of tax and other necessary filings and ensure compliance- Perform system updates as needed- Maintain system internal control procedures, including segregation of duties- Stay abreast of regulatory changes and oversee necessary system requirements to ensure compliance.- Audit payroll processes to ensure accuracy and timely corrections of any errors. Set up and monitor control mechanisms in place and recommend any needed changes.
Review policies and advise management on best payroll policies and practices to meet regulatory and business needs. Research, interpret and stay ahead of new regulatory requirements.Oversee payroll and benefit accounting, including but not limited to:- Reviewing invoices for completeness and accuracy and payment of invoices- Oversee transfer of data between payroll system and benefit providers- Oversee and assess current payroll, garnishments, state unemployment compliance, employment verifications and tax procedures to ensure accuracy and recommend and implement changes that lead to best-practice operations.- Manage data collection and issuing and corrections of annual W-2s in collaboration with HCM system.- Oversee compliance functions such as audit of workers compensation insurance and 401(k) plan- Work closely with HR department staff in the proper accounting and reporting of timekeeping issues related to employees’ leave for FMLA, worker’s compensation or short-term disability, as well as deductions associated with employee benefits.- Ensures terminated employees are properly paid for all hours worked and vacation and/or personal day payouts.- Communicates all payroll/timekeeping procedures, issues and deadlines to managers and supervisors.- Point of contact for Managers/Supervisors/Line Leaders/Employees for payroll and timekeeping questions. Maintains a professional attitude while answering questions.
Identify training needs and work with management/supervisors to ensure that all are adequately trained to correctly perform time management duties within the HCM system.Maintain confidentiality of payroll and personnel information contained in employee records.
Participate in training sessions and seminars on aspects of payroll profession. Maintain proficiency at current job classification level and continually updates knowledge through course work, seminars, publications and contacts with others in the profession.
This job may require occasional evening and holiday coverage.
Perform additional duties as required.
QUALIFICATIONS/EDUCATION AND/OR EXPERIENCETo perform this job successfully, an individual must be able to perform each duty satisfactorily. Further requirements include:
Associates degree or at least 4 years’ experience in the field.
Strong payroll and accounting skills.
Ability to efficiently organize, prioritize and meet established deadlines.
Working knowledge of Excel, Word and HCM systems.
Ability to analyze pay records, personnel forms and payroll records to initiate payments and correct errors.
Must be able to understand and apply current Employee Handbook rules to every payroll situation.
