Job Description :
Job Summary:

This is highly specialized and technical work in providing public administration assistance to county and city officials, as well as other public and private sector clients, in a variety of functional areas. An employee in this class is responsible for providing technical assistance in
public administration, including such areas as financial management, human resources and personnel, and grant writing and administration. Duties are performed under limited supervision.

Responsibilities/ Duties:

Assists Division Associate Director in planning and managing division programs and activities as needed.
Assists local government officials and other public agencies in the development, implementation, and maintenance of personnel management systems such as ordinances, policies, pay plans, classification plans, employee records, employee handbooks, affirmative action plans or statements, and standard forms.
Conducts executive searches upon request.
Conducts on‑site assessments, gathering data and information, evaluating functional requirements and structural designs; writes position descriptions and constructs organizational charts.
Conducts salary surveys, evaluates salary data; develops pay plans in concert with local governing authorities.
Provides general management research and technical assistance. This includes research, analyzes of data and information, and compilation of reports related to special projects.
Monitors standard federal laws and regulations affecting local governments.
Assists local governments and other public agencies in complying with budgeting, financial management, and accounting requirement established by statute.
Calculates annual real and personal property tax rates if responsible for such programs.
Provides assistance to the Department for Local Government for program implementation as needed.
Conducts training workshops on‑site and in the field.
Staffs local professional groups, providing organizational and research assistance for special meetings, special events, and special projects. This includes association membership renewal management.
Attends off-site meetings of local governments and other public agencies on a regular basis.
Serves in a liaison capacity with federal, state and local organizations involved with local government issues.
Grant administration to include writing, financial reporting and technical assistance
Assist in legislation and policy drafting.
Other duties and/or projects as assigned.

Requirements:

Bachelor’s degree in political science, public administration, business administration, or related field with a concentration in personnel, financial or local government management. Master’s degree preferred.
5 years’ experience in local government, public administration or related field.
Independent judgment is required to plan, prioritize, and organize diversified workload. Expected to exercise discretion about significant matters.
Must have strong knowledge of a variety of computer software applications in word processing, spreadsheets, database and presentation software.
Must have high level of interpersonal skills to handle sensitive and confidential information. Position continually requires demonstrated poise, tact and diplomacy.
Work requires attention to detail in research and creation of reports and materials as well establishing priorities and meeting deadlines.
Must be a self-starter and willing lead by example within the administrative team.
Able to obtain certifications for grant management including CDBG certification.
This position requires some travel and off-site work and some meetings may occur in the evenings outside of standard working hours.
Valid driver’s license and insurance required.
Must have the ability to successfully pass a background check.
Position requires occasional irregular hours.

Starting salary range from $50,000 – $60,000.
